Wade Elliott's stunning header completed a remarkable comeback for Owen Coyle's battling Burnley - now unbeaten in nine.
Winger Elliott popped up at the far post to nod home a beauty from Chris McCann's 69th-minute cross and stun the Hornets. Watford had led twice through Will Hoskins whose pace troubled Burnley all night.
But Clarets' Graham Alexander scored from the spot after Leigh Bromby handled and Martin Paterson levelled a second time.
Coyle said: "We lost a terrible first goal. We had words at half-time and really went for it after that."
