Penalties will decide whether Czech Republic or Turkey go through to the Euro 2008 quarterfinals if their Group A clash in Geneva on Sunday ends in a draw.
The new regulation will only be used if the two teams are playing each other in the final group game.
Uefa have stated spot-kicks will be taken after 90 minutes if they are level on points, goal difference and goals scored, meaning Sunday's match could be the first time a shoot-out has featured at the group stage of a major tournament.
Ardan Turan's injury-time winner against Switzerland on Wednesday put Turkey level with the Czechs, both with identical goals for and against.
There have been reports of delays in the renovation of Kiev's Olympic Stadium for the 2012 tournament.
Uefa president Michel Platini will visit co-hosts Ukraine and Poland after this year's tournament.
