Manchester City boss Mark Hughes will have to pay £18million plus for Blackburn Rovers target Roque Santa Cruz.
Hughes wants his former striker to be one of his January captures, but Rovers are sticking by a price clause in the Paraguayan's contract and will not back down.
Rovers supremo John Williams will not allow Santa Cruz to leave in the club's crisis unless City put the hard cash on the table - with possible swaps ignored - and that may kill the deal.
