Steve Bruce has made a second bid to land Paraguay striker Nelson Valdez.
The Dortmund striker, 26, is available for a cut price £4.2 million and wants a move to the Premier League.
Sunderland boss Bruce has done extensive scouting of Germany to tap a market that English club's have been unable to crack.
PSV Eindhoven have also asked about taking the tenacious striker, who has a contract with Dortmund until 2012.
Valdez admitted: "There is a lucrative offer from the Netherlands I have received. But there is also interest from Russia, Portugal and England. My agent is weighing up options."
Bruce admitted he was close to landing an eye-catching striker earlier this week.
