Sources in Italy claim City officials spoke to Inter yesterday when they were in the country agreeing a £17million fee with Lazio for Aleksandar Kolarov.
Kolarov's capture took the Blues' summer spending to £77million and Balotelli's signing would take them past the £100million barrier with Inter demanding £30million for the striker.
Moratti said: "Mario has started training again with professionalism. He is a player of great talent.
"He has offers from other clubs and we are evaluating them.
"City and United are serious clubs, who will be evaluating their transfer strategy. For the moment, we are far from this solution."
